这份由阿联酋代表阿拉伯国家提交的决议草案，认定巴勒斯坦符合《联合国宪章》规定的会员国资格，建议联合国安理会能够重新，审议巴勒斯坦加入联合国的申请。

目前，巴勒斯坦在联合国的地位是观察员国，在大会上没有表决权。早在十三年前，巴勒斯坦总统阿巴斯，就曾向联合国提交过申请，希望巴勒斯坦能够成为联合国的正式会员国。

二 | 然而，由于美国当时坚决反对，巴勒斯坦才暂停了申请。

到了今年4月，应巴勒斯坦的要求，联合国安理会在时隔13年后，再次审议巴勒斯坦加入联合国的申请，当时只有12票赞成票，还因为常任理事国——美国，行使了一票否决权，导致决议草案没能通过。

过了差不多一个月的时间，联合国大会主席又在多国政府的请求下，召开了第十届紧急特别会议，并就巴勒斯坦加入联合国的决议草案进行表决。巴勒斯坦观察员在表决前的发言中，更是几度哽咽。

此次的投票和上次相比，赞成票完全是翻倍增长，但依旧“偏袒”以色列的美国，还是不顾大多数国家的支持，投下了反对票。美国常驻联合国的副代表，也解释了美方投下反对票的理由。

他表示，“美国一直明确支持巴勒斯坦建国，并希望在此过程中，能够取得实质性的进展。

三 | 美国投下反对票，只是认为只有通过巴以双方的直接谈判，才能实现巴勒斯坦建国的目标”。

对于美国一再投下反对票的行为，中方代表也直接喊话美国，其他国家为解决巴勒斯坦长期遭受的不公，一直在不断积极行动，美国多次投下否决票，完全是在干扰、破坏这些国家的努力结果，美国自称自己在国际问题上是“负责任的国家”，但美国在实际行动上，却丝毫没有负责任大国的作为。中国支持安理会根据联大的决议要求，尽快重新审议巴勒斯坦的入联申请，并希望有关国家不要再故意设置障碍和拖延决议。

在联大紧急特别会议通过决议草案后，巴勒斯坦总统阿巴斯发表声明，感谢在会议中投票支持巴勒斯坦的国家，称“这些国家的支持，是对真相和正义的认可”，并且这次决议的结果，也体现了国际社会对巴勒斯坦人民的广泛支持。

然而，以色列代表为了表达不满和抗议，直接在联大现场，用碎纸机粉碎了《联合国宪章》。此外，以色列外长还表示，联合国大会提升巴勒斯坦在联合国地位的决定，完全是“对哈马斯的奖励”，并声称，这一决定突显了“联合国对以色列的偏见”，他认为“联合国已经成为一个不再重要的机构”。

但实际上，联合国这么做，恰恰是为了让国际社会更好地倾听巴勒斯坦的声音，帮助巴勒斯坦在与以色列谈判时，能够拥有更加平等的地位。在国际社会大部分国家的支持下，总有一天，巴勒斯坦将成为联合国的正式会员国，享有与其他会员国一样的权利。
